LiLI Unlimited

The LiLI Unlimited Catalog is a statewide library database to identify
and locate materials in libraries throughout Idaho. Currently, 217
academic, public, and school libraries participate in the program, with
more libraries joining each year. The LiLI-U Catalog is available to
any Idaho citizen and can be accessed via the LiLI Portal.

Idaho libraries participating in the LiLI-U program get unlimited
access to resource sharing tools provided through the Online Computer
Library Center (OCLC).

Open Enrollment 2008

50% Discount on Annual Fees for new participants in 2008. Annual fees vary by size for school, public, and academic and special libraries.

Libraries are invited to join the LiLI Unlimited resource sharing
program during the annual open enrollment. Deadline for 2008 enrollment
is May 16, 2008. Cataloging and ILL services will be active July 1st.
Invoicing for the annual fees is done by OCLC and will arrive in
mid-August.

2008 New LiLI-U Participant Training and Refresher

Target Audience:

Staff of any library participating in LiLI Unlimited, with access to OCLC's online cataloging and interlibrary loan tools.

Workshop Description:

The 2 days of training will have three sessions:

Copy Cataloging with CatExpress - Participants will learn how to use CatExpress for copy cataloging to download MARC records and add their holdings to the LiLI Unlimited catalog.

Searching WorldCat Resource Sharing - This session gives trainees an introduction to searching the WorldCat bibliographic database in WorldCat Resource Sharing, which is used by patrons and ILL practitioners to locate a rich array of bibliographic resources. The session focuses on core search strategies and methods to refine searches.

Introduction to OCLC ILL - Learn the basic procedures needed to manage an ILL request in OCLC's WorldCat Resource Sharing service. Attendees will learn the core concepts to create a borrowing request and to respond to a request as a lender. Topics include an overview of WorldCat Resource Sharing, the basic ILL cycle, Constant Data records, and simple management of ILL requests. Searching will not be covered, participants are encouraged to participate in the Searching session during the first day of training.

All sessions will include hands-on practice with the systems.

Batchloading with OCLC

LiLI Unlimited LogoBatchloading (or batch processing):
A technique by which records to be processed are collected into groups. The group of records is sent or loaded to the service all at once. In OCLC service, batchloading is an automated method of processing authority, bibliographic and holdings data into WorldCat.

Types of Batch Processing Projects

Retrospective (retro) batchload:
An institution submits all of the records in its local system for batch processing--often referred to as a retro load. After a retro load is complete, some institutions maintain their holdings through online cataloging services such as CatExpress or Connexion.
Ongoing batchload:
An institution submits files to OCLC for batchloading on an ongoing basis to keep holdings up to date.
Reclamation project:
Used when an institution’s holdings have not been maintained in WorldCat. First a scan/delete is performed to remove all existing holdings information in WorldCat. Then the institution’s current holdings are loaded.
Scan/delete:
Removes all occurrences of an OCLC institution symbol.
Group batchload:
Similar to the batch process for single institution project. A group of institutions can submit files of consolidated records for batchloading. It requires the use of a translation table that lists library identifiers within the bibliographic records and the corresponding OCLC institution symbols.

Batchloading of non-MARC records:

Patterned data:
Data received in labeled data-fields, delimited data-fields, or positional data-fields. Common examples are Microsoft Excel spreadsheets, Access databases, and Microsoft Word documents.
Search key:
Users have the option of sending search keys (i.e. OCLC numbers, LCCNs, ISBNs, Author/Title, Title, etc.) for setting holdings. Source files may be submitted via FTP, diskette, CD-ROM, or e-mail attachment.

Unresolved Records

Unresolved or non-matching records from a batch process can be handled in the following ways:

  • Disregard the unresolved records

  • Load the unresolved records from each batch processed to the institution’s save file. Users can access this file through Connexion.

  • Retrieve the records from the OCLC Product Services Web and save to the local institution’s workstation. Staff may then work to resolve the records and resubmit later either through Connexion or a future batch process.

Batch Process Fees

Fees for most batch processes to add holdings to WorldCat are included in the annual LiLI Unlimited Resource Sharing fee for participants (libraries who participate in the cataloging and ILL services provided through LiLI Unlimited).

Introduction

Libraries Linking Idaho (LiLI) is a cooperative project between the Idaho Library Community and the Idaho Commission for Libraries developed to strengthen library services. Idahoans know and love the LiLI Databases, and use them to find full-length magazine and newspaper articles via the web. Building on that success, Idahoans can now borrow any book they need with LiLI Unlimited.

What is LiLI?

Libraries Linking Idaho (LiLI) is an alliance of libraries and library consortia working together to develop quality information services for Idaho residents.

What makes LiLI Unlimited different from the databases we use now?

LiLI Unlimited is a tool to find books and other items, like audio tapes and videos, in libraries. It allows you to search all the libraries' catalogs at one time. Then a user can borrow those items, even if the book isn’t at their local library. Using Interlibrary Loan, libraries can borrow from each other to get what their customers need.

Will LiLI Unlimited replace the magazine and newspaper databases?

LiLI Unlimited will not replace the magazine and newspaper databases. In fact, they work together to bring a wider spectrum of library services to the user through the web. Magazine and newspaper articles are very helpful to get timely information for personal, business and education purposes. Yet Idahoans are increasingly in need of library books and other materials for both their research and recreational needs. This is clearly shown by the 21 percent increase in the number of materials checked out from Idaho’s public libraries over the past five years.

How can LiLI Unlimited help me?

LiLI Unlimited can help in a number of ways depending upon your needs. If your need is a book on economic development in rural America, it’s there. If your need is the most recently published book by your favorite author, you can find out which library has it using LiLI Unlimited. If your need is a Spanish-language video on workplace safety, you can find one. LiLI Unlimited makes it easy for Idahoans to borrow those materials.

Aren’t libraries already doing Interlibrary Loan?

Yes, many libraries have been using interlibrary loan for years. For most libraries, however, the ability to acquire items through interlibrary loan has been limited by lack of access to libraries outside their local area either for technological or financial reasons. By working together statewide, libraries are able to provide equitable access to all Idahoans, removing the barriers put in place due to geography or community size.

Who can sign up to use this?

Any Idahoan can use the LiLI Unlimited catalog through the LiLI Portal at www.lili.org. Any Idaho library – public, school, academic, or special – can get its own password to access the catalog and share that password with its library customers. There is no cost to access the catalog for Idaho libraries and their customers.

Libraries may choose to pay a reduced-rate fee to participate at an advanced level giving them access to additional interlibrary loan tools that make it even easier to provide access to library books for their users, including access to libraries worldwide. The additional tools give library staff the ability to process their new items more efficiently. It also allows them to easily add information about the items they have so interlibrary loans can be completed more quickly and easily.

What’s the total cost of the project?

The total cost of LiLI Unlimited access for Fiscal Year 2006/07 is $743,615.

What does the requested funding pay for?

The State Commission has requested $333,700 in State funds to cover the primary resource sharing portions of the program. Those costs cover the shared Idaho library catalog available to all Idaho citizens and basic interlibrary loan tools to make loaning quick and efficient.

The remaining costs are shared among libraries participating in at the advanced level using a formula that allows libraries to pay a fee proportionate to their size.

How many libraries are participating at the advanced level?

The LiLI Unlimited program is being rolled out to the library community in four phases. Each phase focuses on a different group of libraries based upon experience with the tools and geographic location. As of January 1, 2006, 115 libraries in Idaho are participating using the advanced tools. Those libraries represent all of Idaho’s academic libraries, two-thirds of our public libraries, and 29 public school libraries.

Participation numbers will increase as we enter into the final phase of our initial implementation. Upon completion of the initial implementation, libraries will have a chance, through open enrollment, to sign up for advanced participation in future years.


Interlibrary Loan using OCLC

LiLIUnlimeted.gif: LiLI Unlimited LogoLiLI Unlimited participants will use the Staff View in OCLC's FirstSearch to access the Interlibrary Loan system. Using this system, libraries can search for, borrow, and loan materials with other libraries all over the world.

Direct Request ILL

Direct Request is a feature OCLC provides that links the LiLI Unlimited catalog with your library's OCLC ILL access. If a patron searching the LiLI Unlimited catalog finds an item he or she needs that is not available in your library, they can complete an online request. The request is then sent to you via your ILL message center.

Use these Instructions for turning on and using the Direct Request feature.

Charter members of LiLI Unlimited (those that enrolled in July 2006 or earlier) may be eligible for a discount for trying out Direct Request. Charter LiLI-U libraries that try Direct Request for 6 months before April 2008 will be eligible for a $50 discount applied to the July 2008 OCLC invoice for LiLI Unlimited service. The six-month trial must be completed by April 2008. At that time, just complete the ILL Direct Discount Request Form (a short survey is in the form) and return to ICFL. All Discount Request Forms must be received by ICFL before May 1, 2008.

Retrieving ILL Usage Statistics from OCLC

Check statistics by going to the OCLC Usage Statistics site. Log in with your Resource Sharing authorization and password. Many report types are available, descriptions of those reports are available in this Word document. When logged in, anyone can access the HELP interface for assistance.

Union Listing

The OCLC Union List system was designed to enhance serials resource sharing, although it is not limited to serials. It allows libraries to indicate their holdings information for a title set down to the copy information. For example, if the library holds volume 1, issues 1-4 and 6; but does not own issue 5; the that information can be reflected in WorldCat.

Direct Request Discount

How to get a $50 Direct Request Discount

Libraries that enable the Direct Request link and try it for 6 months, may request a $50 discount off the July 2008 OCLC invoice. To get the discount:

1. Turn on the Direct Request feature no later than November 1, 2007. (See instructions to turn on the feature.)

2. Keep track of the number of requests received via the "Review Request" in ILL for 6 months.

3. After 6 months, complete the ILL Direct Discount Request form and mail it (original signatures required) to ICFL no later than May 30th, 2007.

4. See a $50 discount off your July 2008 OCLC invoice for LiLI Unlimited services.

 

ILL Direct Discounts are available ONLY to libraries that:

  • joined LiLI Unlimited participation July 1, 2006, or earlier, and
  • are continuing LiLI Unlimited participation during the July 1, 2008 project fiscal year.

ILL Direct Discounts will NOT be provided to libraries that:

  • have not tried ILL Direct Request for at least 6 months,
  • are not currently invoiced for LiLi Unlimited participation, or
  • have joined LiLI Unlimited July 1, 2007, or later.

Discounts for NEW Participants

Libraries joining LiLI Unlimited for the first time in Spring 2007 will receive special discounted annual fees for the first two years of participation. These discounts are outlined on the bottom half of the fee schedules listed below. For questions and clarification about the discounts, contact ICFL's Networking Consultant.

Copy Cataloging Libraries

Most of the libraries in Idaho participate as copy-catalogers. These libraries primarily copy catalog materials, versus contributing original MARC records to the OCLC system.

Public Libraries

  • The library is legally established and operating in compliance with Chapter 33-26 or 33-27 of the Idaho Code.

  • The library has regular and published hours of operation

  • The library has at least one paid staff member on duty in the library during the hours the library is open.

  • The library has a completed "Idaho Public-District Library Annual Statistical Report Form" for the preceding fiscal year accepted by, and on file, at the State Commission.

  • The library does not charge a fee to any resident of its legal service area for any basic library service. Basic library services include:

    • Usual and reasonable access during posted operating hours to the collections, Internet access and professional services that are ordinarily, traditionally, and routinely offered to the public in American public libraries.

    • Circulation of library materials, regardless of format.

    • Access to interlibrary loan services. Postage charges for interlibrary loans are assumed by the library, not the user.

    • Reference services, regardless of format.

School and Academic Libraries

  • The school is accredited by the State Board of Education.

  • The school district employs a certificated media generalist.

  • The academic institution is accredited by the Northwest Commission on Colleges and Universities.

All Publicly Funded Libraries (public, academic, school, special)

  • The library is or is part of a legally established entity,

  • The library collects, provides, and coordinates access to library materials,

  • The library serves its clientele free of charge:

    • Academic library: its students and faculty

    • Public library: all residents of its legal service area (city limits for city libraries and district boundaries for district libraries)

    • School library: its students and faculty

    • Special library: dependent upon mission

Privately Funded Libraries (public, academic, school, special)

  • The library is, or is part of, a legally established organization,

  • The library collects, provides, and coordinates access to library materials, and has done so for at least 3 consecutive years,

  • The library has regular and published hours of operation

  • The library has at least one paid staff member on duty in the library during the hours the library is open.

Hands-on Training

Hands-on training for new participants is offered each year. Invitations to scheduled training sessions will be sent to participating libraries and promoted via LibIdaho for those libraries that want to send new staff or receive a refresher on the topics. Scheduled training events are always posted on the Events Calendar.

OCLC Cataloging Services

LiLIUnlimeted.gif: LiLI Unlimited LogoThe following cataloging services are available to libraries participating in LiLI Unlimited Resource Sharing:

CatExpress – A fast and easy copy cataloging solution designed for libraries that need a streamlined tool for obtaining MARC records and printing labels. Users access a database with records for more than 57 million materials for popular and hard-to-find items. The records can be downloaded to the local library’s catalog. It allows for basic editing of bibliographic records and printing spine and pocket labels for items in the collection.

Connexion – A more powerful cataloging tool used mostly by large libraries with staff trained to complete high levels of cataloging. Connexion allows libraries to copy catalog MARC records as well as create and submit their own original records to the OCLC/statewide database.

PromptCat – PromptCat provides cataloging records for new materials that can be ready to shelve when the library receives them. How does it work? A library orders materials and their MARC records from a participating vendor. The vendor supplies the materials and the records to the library. The vendor also alerts OCLC that the library now owns these items and then the OCLC WorldCat database is updated to reflect that. PromptCat users can even get customized spine and pocket labels for the materials ordered.

Z39.50 Cataloging – The OCLC Z39.50 cataloging service allows a library to search for and download bibliographic records through the library’s Z39.50-compliant local automated system.

Batchloading – Batchloading is the process by which a library can submit information about the items it owns to the OCLC/statewide database in a batch, versus one-by-one. A variety of batchloading methods are available, but all serve the purpose of allowing a library’s holdings to be accurately reflected in the statewide database.
